In 1936 the Scottsville Free Library Board of Trustees thought books should be made available to the Mumford community. This hamlet serves the western edge of the Town of Wheatland. The books were delivered to the Mumford Post Office, to be overseen by the post master, who checked them out to the patrons. This service continued until 1943 when a room become available in the Community Hall. The library continued to be operated by volunteers from the community until 1946, when a librarian was hired.

After the town purchased the Donnelly House, space was made available for a permanent home for the library, but renovation was necessary. A successful fund drive with a goal of $15,000 was organized to underwrite the necessary renovations. In 1973 with the new space ready the library, with a collection of 6,000, moved into its present location. Today the library collection numbers over 12,000.
